Yes, it is active, but the only way to develop players by now is letting they play matches.

Are there “greens and reds” so we know after a tick if an attribute was changed? It was good if there was. The players develop until the age of?

There is “blue” when a player develops. I had a couple of youths of mine raising stats after a friendly match I played.

For now there is no age limit, they evolve until reaching their maximum…or retire :)
