I´d like to know if it is a bug or some kind of limitation as I´m not allowed to improve my stadium neither my staff departaments. I agree my wages are a bit too high, but I have a good amount of money in my account that should cover the improvements.

Following this calculation I should afford for an stadium improvement with any problem. But I am not allowed even to set level 1 scout.
I want hear from the admins if it is normal.

Just to let everybody know that I found out what is going on. On the rule Alban posted there is an important detail missing: the board will deduct from your money the value of any open transfer proposals you have, so for instance if I have 8,000,000 and an open proposal of 2,000,000, the board will consider I have 6,000,000 for stadium or departments expansion, and that’s the value they’ll use to check if my financial situation is enough to do the expansion.

This topic was good, now we have one more subject clarified (this needs to go to game help).
