New academy players not 100% stamina

On turn 87 i got a new academy player (Alex McAuley): http://www.rubysoccer.com/game/player_info/414298
How is it possible that he starts with 83 stamina?
Cause it’s programmed that way? But in the past it was worse: if you were unlucky a new player would start with 10 stamina or so…
