On what basis the points of the country ranking were given?

For example
My team (Genoa) has 13.0 and played the final in the CL
Recreativo Huelva has 14.0 and played the semi final against the CL-winner

What is your logic behind these points.

Official UEFA rules:

Victory = 2 points
Draw = 1 point
Loss = 0 points

Advancing to next phase = 1 point (I guess this one is valid only for CL and Libertadores)
