Is the wage offered the only thing that a player considers when deciding where to go when more than one club is bidding on him?

Because I was just trying to buy Teodoro Lima but he went to America-RN.

The wage I think I offered was 18.000 or 19.000 and he went to somewhere else for around 16.000.

Have I just accidently offered him only 1.800 or 1.900 (when I ment to offer 18.000) or what other things affected that where he wanted to go?

Is this just my memory serving me wrong (again!) or what could it be?

In the short-term I have a few plans, but nothing very complex. Something that would consider the team quality or the league quality of the teams making proposals for instance will be considered in the long-term.
