The board dont allows me to transfer a player because we dont have enough plyers ¿Which is the limit?

14 players minimum, at least 1 goalkeeper, not considering youths and loaned in players.

That is what i thougth, I think that something is working wrong (I think;)) I am the manager of Ferrol in the fast ticker and i am not able to sell players and i have been forced to renew contracs, but i think i have 20 players with that criteria.
